The channel would carry the water toward the proposed manufacturing district.<\/p>\n<p dir=\"auto\" data-start=\"1207\" data-end=\"1286\">The water could then be released through controlled drops to operate machinery.<\/p>\n<p dir=\"auto\" data-start=\"1288\" data-end=\"1301\">In principle:<\/p>\n<p dir=\"auto\" data-start=\"1303\" data-end=\"1456\"><strong data-start=\"1303\" data-end=\"1320\">Passaic River<\/strong><br data-start=\"1320\" data-end=\"1323\" \/>\u2193<br data-start=\"1324\" data-end=\"1327\" \/><strong data-start=\"1327\" data-end=\"1346\">Dam \/ Diversion<\/strong><br data-start=\"1346\" data-end=\"1349\" \/>\u2193<br data-start=\"1350\" data-end=\"1353\" \/><strong data-start=\"1353\" data-end=\"1364\">Raceway<\/strong><br data-start=\"1364\" data-end=\"1367\" \/>\u2193<br data-start=\"1368\" data-end=\"1371\" \/><strong data-start=\"1371\" data-end=\"1385\">Waterwheel<\/strong><br data-start=\"1385\" data-end=\"1388\" \/>\u2193<br data-start=\"1389\" data-end=\"1392\" \/><strong data-start=\"1392\" data-end=\"1413\">Factory Machinery<\/strong><br data-start=\"1413\" data-end=\"1416\" \/>\u2193<br data-start=\"1417\" data-end=\"1420\" \/><strong data-start=\"1420\" data-end=\"1432\">Tailrace<\/strong><br data-start=\"1432\" data-end=\"1435\" \/>\u2193<br data-start=\"1436\" data-end=\"1439\" \/><strong data-start=\"1439\" data-end=\"1456\">Passaic River<\/strong><\/p>\n<p dir=\"auto\" data-start=\"1458\" data-end=\"1528\">This was the fundamental idea that became the Paterson raceway system.<\/p>\n<h2 dir=\"auto\" data-section-id=\"1ae26jq\" data-start=\"1530\" data-end=\"1560\">The Importance of Elevation<\/h2>\n<p dir=\"auto\" data-start=\"1562\" data-end=\"1646\">L&#8217;Enfant&#8217;s plan took advantage of the natural elevation surrounding the Great Falls.<\/p>\n<p dir=\"auto\" data-start=\"1648\" data-end=\"1805\">Instead of using the water only once, the system could eventually make use of the difference in elevation between different parts of the industrial district.<\/p>\n<p dir=\"auto\" data-start=\"1807\" data-end=\"1945\">Water could enter the system at a high level, pass through a factory&#8217;s waterwheel, and then continue toward factories at lower elevations.<\/p>\n<p dir=\"auto\" data-start=\"1947\" data-end=\"2030\">This principle eventually produced Paterson&#8217;s <strong data-start=\"1993\" data-end=\"2029\">Upper, Middle and Lower Raceways<\/strong>.<\/p>\n<p dir=\"auto\" data-start=\"2032\" data-end=\"2119\">The raceways became an interconnected system rather than simply individual mill canals.<\/p>\n<h2 dir=\"auto\" data-section-id=\"1wcg770\" data-start=\"2121\" data-end=\"2157\">Designing an Industrial Community<\/h2>\n<p dir=\"auto\" data-start=\"2159\" data-end=\"2216\">L&#8217;Enfant&#8217;s assignment was broader than designing a canal.<\/p>\n<p dir=\"auto\" data-start=\"2218\" data-end=\"2280\">The S.U.M. wanted to create an entire manufacturing community.<\/p>\n<p dir=\"auto\" data-start=\"2282\" data-end=\"2337\">The raceway system therefore had to work together with:<\/p>\n<ul data-start=\"2339\" data-end=\"2474\">\n<li data-section-id=\"bdhfrm\" data-start=\"2339\" data-end=\"2358\">factory locations<\/li>\n<li data-section-id=\"1lnk7ei\" data-start=\"2359\" data-end=\"2368\">streets<\/li>\n<li data-section-id=\"3uqms\" data-start=\"2369\" data-end=\"2381\">mill sites<\/li>\n<li data-section-id=\"jvi9pt\" data-start=\"2382\" data-end=\"2408\">water-control structures<\/li>\n<li data-section-id=\"jgbcax\" data-start=\"2409\" data-end=\"2434\">residential development<\/li>\n<li data-section-id=\"4262jg\" data-start=\"2435\" data-end=\"2458\">transportation routes<\/li>\n<li data-section-id=\"1m2f2ym\" data-start=\"2459\" data-end=\"2474\">public spaces<\/li>\n<\/ul>\n<p dir=\"auto\" data-start=\"2476\" data-end=\"2630\">The result was an early example of <strong data-start=\"2511\" data-end=\"2534\">industrial planning<\/strong>, in which the location of factories was determined in large part by access to mechanical power.<\/p>\n<p dir=\"auto\" data-start=\"2632\" data-end=\"2701\">The raceway became the organizing element of the industrial district.<\/p>\n<h2 dir=\"auto\" data-section-id=\"1u09b3w\" data-start=\"2703\" data-end=\"2723\">The First Raceway<\/h2>\n<p dir=\"auto\" data-start=\"2725\" data-end=\"2782\">Construction of the first raceway began during the 1790s.<\/p>\n<p dir=\"auto\" data-start=\"2784\" data-end=\"2891\">The channel diverted water from the Passaic River and carried it toward the first manufacturing facilities.<\/p>\n<p dir=\"auto\" data-start=\"2893\" data-end=\"3131\">The early system was relatively simple compared with the extensive network that eventually developed. Nevertheless, it established the basic engineering principle that would guide Paterson&#8217;s industrial development for more than a century.<\/p>\n<p dir=\"auto\" data-start=\"3133\" data-end=\"3247\">The raceway transformed the Great Falls from a single source of falling water into a <strong data-start=\"3218\" data-end=\"3246\">distributed power system<\/strong>.<\/p>\n<h2 dir=\"auto\" data-section-id=\"jypt2m\" data-start=\"3249\" data-end=\"3276\">Difficulties and Changes<\/h2>\n<p dir=\"auto\" data-start=\"3278\" data-end=\"3312\">L&#8217;Enfant&#8217;s plans proved ambitious.<\/p>\n<p dir=\"auto\" data-start=\"3314\" data-end=\"3531\">Construction was difficult, financing was limited, and the S.U.M. encountered significant organizational problems. Some aspects of L&#8217;Enfant&#8217;s original design were modified as engineers gained experience with the site.<\/p>\n<p dir=\"auto\" data-start=\"3533\" data-end=\"3664\">The raceway system that exists today should therefore not be regarded as a structure built entirely according to one original plan.<\/p>\n<p dir=\"auto\" data-start=\"3666\" data-end=\"3752\">Instead, it was the result of <strong data-start=\"3696\" data-end=\"3751\">decades of engineering modifications and expansions<\/strong>.<\/p>\n<p dir=\"auto\" data-start=\"3754\" data-end=\"3881\">Later engineers and the S.U.M. repeatedly enlarged, repaired and redesigned the system to meet the needs of expanding industry.<\/p>\n<h2 dir=\"auto\" data-section-id=\"18ul6x8\" data-start=\"3883\" data-end=\"3928\">From L&#8217;Enfant&#8217;s Plan to the Three Raceways<\/h2>\n<p dir=\"auto\" data-start=\"3930\" data-end=\"4064\">The most important legacy of L&#8217;Enfant&#8217;s work was the basic concept of using the Passaic River as a controlled industrial power source.<\/p>\n<p dir=\"auto\" data-start=\"4066\" data-end=\"4146\">During the nineteenth century, the system developed into three principal levels:<\/p>\n<h3 dir=\"auto\" data-section-id=\"bm4gfy\" data-start=\"4148\" data-end=\"4165\">Upper Raceway<\/h3>\n<p dir=\"auto\" data-start=\"4167\" data-end=\"4320\">The highest raceway carried water from the river toward the upper industrial district. Its elevation provided the greatest available head for waterpower.<\/p>\n<h3 dir=\"auto\" data-section-id=\"nyn3pt\" data-start=\"4322\" data-end=\"4340\">Middle Raceway<\/h3>\n<p dir=\"auto\" data-start=\"4342\" data-end=\"4463\">Water from the upper system could be released into the middle level, where additional factories could utilize its energy.<\/p>\n<h3 dir=\"auto\" data-section-id=\"11ukh3z\" data-start=\"4465\" data-end=\"4482\">Lower Raceway<\/h3>\n<p dir=\"auto\" data-start=\"4484\" data-end=\"4587\">The lowest level carried water to additional industrial sites before returning it to the Passaic River.<\/p>\n<p dir=\"auto\" data-start=\"4589\" data-end=\"4754\">This cascading arrangement allowed manufacturers to take advantage of the Falls&#8217; elevation much more efficiently than a single mill beside the river could have done.<\/p>\n<h2 dir=\"auto\" data-section-id=\"l1k1d6\" data-start=\"4756\" data-end=\"4804\">The Raceway as Paterson&#8217;s Industrial Backbone<\/h2>\n<p dir=\"auto\" data-start=\"4806\" data-end=\"4889\">L&#8217;Enfant&#8217;s concept ultimately became the backbone of Paterson&#8217;s industrial economy.<\/p>\n<p dir=\"auto\" data-start=\"4891\" data-end=\"5024\">As the city developed, factories were constructed along the raceways because proximity to the water meant access to mechanical power.<\/p>\n<p dir=\"auto\" data-start=\"5026\" data-end=\"5126\">The system eventually supplied energy to industries that made Paterson nationally famous, including:<\/p>\n<ul data-start=\"5128\" data-end=\"5249\">\n<li data-section-id=\"10fwnrp\" data-start=\"5128\" data-end=\"5151\">textile manufacturing<\/li>\n<li data-section-id=\"11pupyu\" data-start=\"5152\" data-end=\"5169\">silk production<\/li>\n<li data-section-id=\"19x3guj\" data-start=\"5170\" data-end=\"5196\">locomotive manufacturing<\/li>\n<li data-section-id=\"1wvuyt9\" data-start=\"5197\" data-end=\"5207\">firearms<\/li>\n<li data-section-id=\"14camau\" data-start=\"5208\" data-end=\"5219\">machinery<\/li>\n<li data-section-id=\"1j3terl\" data-start=\"5220\" data-end=\"5226\">wire<\/li>\n<li data-section-id=\"16jyr1a\" data-start=\"5227\" data-end=\"5234\">paper<\/li>\n<li data-section-id=\"udyyqg\" data-start=\"5235\" data-end=\"5249\">metalworking<\/li>\n<\/ul>\n<p dir=\"auto\" data-start=\"5251\" data-end=\"5331\">The raceways effectively became Paterson&#8217;s first <strong data-start=\"5300\" data-end=\"5330\">industrial utility network<\/strong>.<\/p>\n<h2 dir=\"auto\" data-section-id=\"t3q151\" data-start=\"5333\" data-end=\"5359\">A Revolutionary Concept<\/h2>\n<p dir=\"auto\" data-start=\"5361\" data-end=\"5421\">The significance of L&#8217;Enfant&#8217;s work extends beyond Paterson.<\/p>\n<p dir=\"auto\" data-start=\"5423\" data-end=\"5565\">In the 1790s, the United States was still primarily an agricultural nation.
